Pre-check API

A Pre-check API allows a sender to check whether Konduit accepts a lead before sending the full lead payload.

This is a lightweight yes/no check based on the consumer's email address. The sender submits an email, and Konduit responds with whether the sender should proceed with submission of the full lead.

The pre-check is intended to reduce unnecessary full lead submissions when the email has already been seen in Type A flows globally.
